In Libreville, Gabon, the Direction générale du contenu local (DGCL) of the Ministry of Hydrocarbons and Mines and the Agence nationale de promotion des investissements du Gabon (ANPI-Gabon) have recently embarked on a collaborative effort to streamline access for small and medium enterprises (SMEs) to the oil and gas sector. This initiative, which was unveiled through official sources, revolves around a support program for SMEs involved in the sub-contracting of the oil and gas industry.
At the heart of the discussions was the presentation of SCORING — PME, a national rating and labeling tool developed by ANPI-Gabon to enhance the readability, credibility, and performance of SMEs. This tool has already been trialed with major operators like Assala Energy and Comilog, aiming to serve as a tangible leverage to facilitate the entry of local SMEs into the oil and gas markets. It strengthens their structure and visibility, aligning with the Gabonese authorities’desire to increase the participation of national companies in the extractive industry value chain.
The high technical and financial requirements often pose challenges for SMEs to establish themselves as competitive subcontractors. Recognizing this, the two organizations have agreed to establish structured programs and a formalized framework for collaboration. This framework includes the creation of a joint technical team tasked with overseeing the defined actions. Ultimately, this collaborative approach is expected to foster the emergence of a more effective subcontracting network, capable of capturing a larger share of the economic opportunities provided by the oil and gas sector in Gabon.
Minister Mays Mouissi expressed the ambition to create “Lastourville 2, “while the minister highlighted the progress made in Gabon’s mining sector with an investment of 85 billion FCFA from Managem to support the country’s mining strategy. The 10th edition of the AEMP was also mentioned, emphasizing energy as a pillar of socio-economic development. Furthermore, the digitalization of the agriculture sector was discussed with the launch of the “Le manganèse des métiers verts “competition to promote women in agriculture, as well as the opening of the Femmes Agritech Innovation headquarters in Libreville. Lastly, Gabon’s national energy pact was referenced, outlining a roadmap for universal access to energy.
