Gaborone, Botswana — Botswana will open a citizenship-by-investment route in early 2026 that starts at USD 75 000, according to local reports and the official portal launched last month.
The “Impact Investment Programme” offers two tracks: a non-refundable USD 75 000 contribution to a state development fund or a minimum USD 1 million placement in pre-approved projects. Applications will be accepted only through botswanacitizenship.
Com, a site managed by Canadian advisory firm Arton Capital.
A quota cap will apply, but the ceiling has not been disclosed. President Duma Boko outlined the plan during the United Nations General Assembly in September, saying the scheme is designed to channel foreign capital into technology, agriculture and renewable energy.
Officials frame the move as part of Vision 2036, the long-term strategy to cut dependence on diamond income that currently finances the bulk of public spending.
If the published threshold holds, the USD 75 000 donation would undercut every comparable programme on the open market. São Tomé & Príncipe, presently the lowest-priced African option, requires about USD 90 000, while Caribbean states such as Dominica and St.
Lucia start above USD 100 000.
No enabling legislation has been tabled in parliament, and independent observers note that details on due — diligence checks, approval timelines and the exact quota remain unpublished. Civil-society voices inside Botswana have questioned whether the country’s institutions are ready to screen applicants to international anti-money-laundering standards.
Diamonds have powered Botswana’s rise from low-income to upper-middle-income status since independence in 1966.
Output is projected to taper after 2030, prompting successive governments to court new revenue sources including high-end tourism and financial services.
The country already grants 10-year investor residence permits, but has never sold passports.
Parliament is expected to debate the citizenship — by-investment bill in the coming months. Further details are expected once the text is released.
