Tanzania Launches National Early Childhood Development Scorecard. Dar es Salaam, Tanzania — Tanzania has embarked on a significant initiative by launching the nationwide rollout of its Early Childhood Development (ECD) Scorecard. This monitoring tool, designed to enhance the health, learning, and protection of children aged 0 to 8 years, is a landmark achievement in the nation’s commitment to early childhood development.
The rollout, supported by the Tanzania Early Childhood Development Network (TECDEN) and funded by the Conrad N. Hilton Foundation, is a testament to Tanzania’s dedication to investing in early childhood as a cornerstone for national development.
The national launch was preceded by a three — day training program, commencing December 4, which brought together Council Social Welfare Officers from all 184 local government councils across the country.
These officers, who play a pivotal role in implementing social protection, community development, and child welfare programs at the grassroots level, were trained to effectively apply the ECD Scorecard.
The training aimed to equip them with the technical knowledge and practical skills necessary for consistent data collection and evidence — based planning nationwide.
The Child Care, Development and Early Learning Scorecard is structured around 14 key indicators that measure the comprehensive spectrum of early childhood development.
These indicators encompass critical domains such as Good Health, Early Learning, Responsive Caregiving, Adequate Nutrition, and Safety and Protection.
The Scorecard directly supports the National Multisectoral Early Childhood Development Programme (NMECDP), enhancing coordination, accountability, and service delivery across sectors responsible for children’s welfare. During the opening of the training, Mwajuma Kibwana, Executive Director of TECDEN, emphasized the transformative value of the Scorecard for public planning and resource allocation.
“The Government of the United Republic of Tanzania remains fully committed to early childhood development as a national priority.
This Scorecard strengthens our ability to deliver quality services and ensures that every child has the opportunity to thrive — laying a strong foundation for the country’s future prosperity,” stated Advocate Amon Mpanju, Deputy Permanent Secretary at the Ministry of Community Development, Gender, Women and Special Groups.
The ECD Scorecard rollout reflects close collaboration among key government institutions, underscoring the importance of multi — sectoral cooperation in ensuring that children grow and thrive in safe, nurturing environments.
As implementation expands across the country, Tanzania is poised to transform how early childhood development is measured, monitored, and strengthened, aiming to improve data — driven policymaking and guide targeted interventions at both national and local levels.
