Khartoum, Sudan — The 2026 Humanitarian Needs and Response Plan for Sudan outlines a comprehensive approach to addressing the country’s extensive humanitarian needs.
The plan, based on a countrywide inter — sectoral analysis, estimates that 33. 7 million people require humanitarian assistance, marking a 3. 3 million increase from 2025.
Vulnerable groups such as women, children, the elderly, persons with disabilities, internally displaced people, refugees, and ethnic minorities are at heightened risk, facing protection challenges including violence, displacement, and exploitation. Despite a reduction in life-saving assistance due to funding cuts, the plan prioritizes urgent, life-saving support for those in dire need. Over 170 humanitarian organizations are involved in delivering multi-sectoral assistance, targeting 20.
4 million people, including 14 million facing extreme conditions.
The plan requires $2. 9 billion to implement, with preparations including consultations with 3,500 individuals and 145 community-based organizations across Sudan’s 18 states.
