In Sudan, the 2026 Humanitarian Needs and Response Plan has been developed to address the critical needs of 33. 7 million people, marking the highest number globally and a rise of 3. 3 million from 2025.
This comprehensive plan, based on a countrywide inter — sectoral analysis, targets women, children, the elderly, persons with disabilities, internally displaced people, refugees, and ethnic minorities, who face increased risks of violence and exploitation. Amid a severe humanitarian and protection crisis, life-saving assistance has been significantly reduced due to major funding cuts. To address these challenges, more than 170 humanitarian organizations are delivering multi-sectoral assistance, with the aim of helping 20.
4 million people, including 14 million in extreme conditions.
The plan requires $2. 9 billion to be effective, with consultations involving approximately 3,500 individuals and 145 community-based organizations across all 18 states to ensure community accountability.
