MOGADISHU, Somalia — The Global Building Back Better (GBV AoR) in Somalia has introduced a Guidance Note on Cash in GBV Case Management. This framework is designed to integrate cash assistance into the management of Gender-Based Violence (GBV) cases across humanitarian settings in the country.
The note addresses the increasing financial barriers faced by GBV survivors in accessing critical services, such as medical care, psychosocial support, legal assistance, and safe accommodation, amidst rising conflict, displacement, and climate — related challenges.
The framework positions cash assistance as an essential tool within individualized case plans and safety planning processes, emphasizing a survivor — centered approach. It aims to enhance dignity, autonomy, and access to services while mitigating potential harm.
The Guidance Note establishes operational standards for GBV AoR partners, including transfer values, delivery mechanisms, risk mitigation measures, and monitoring requirements. It also strengthens coordination with the Cash Working Group (CWG) to ensure GBV-specific cash interventions complement broader humanitarian efforts without compromising confidentiality and protection principles.
The Somalia GBV AoR aims to reduce immediate protection risks and improve access to essential services through this integration. The framework aligns with the Somalia Humanitarian Needs and Priorities Report (HNRP) 2026 priorities and is supported by the GBV AoR coordination team, which is ready to provide technical assistance, including SOP development, risk mitigation, and system integration.
