In a landmark collaboration, Morocco’s General Directorate of National Security (DGSN) and the National Observatory for the Rights of the Child (ONDE) have inked a partnership agreement aimed at fortifying child protection measures across the nation.
The signing of this agreement took place at the esteemed Royal Police Institute in Kenitra, where both organizations vowed to establish a robust institutional framework through collaborative efforts. This partnership aims to achieve a variety of objectives, including enhancing training and capacity-building initiatives, providing support to children in precarious situations, and reviving programs such as the one aimed at safeguarding children from begging.
Additionally, the partnership seeks to implement territorial protection protocols, engage with national and international bodies, and offer psychological support to DGSN officers exposed to illegal child — related content. Khalid Zougari, director of the Royal Police Institute, emphasized the importance of this agreement as a step towards a more inclusive approach to strengthening child protection efforts. Officials commented on the matter.
The security official also highlighted the DGSN’s active involvement in the implementation of the 2012-2025 Integrated Public Policy for Child Protection, a comprehensive framework developed by the Ministry of Solidarity. Ghizlane Benjelloun, Vice-President of ONDE, echoed Zougari’s sentiments, emphasizing the observatory’s dedication to promoting children’s rights in line with royal directives. She emphasized that the agreement signifies a shared ambition to institutionalize cooperation between the two parties, thereby elevating the level of coordination and synergy between them.
The announcement of this partnership comes on the heels of a call by the National Human Rights Council (CNDH) for a more robust child protection system.
In March, CNDH proposed a legal and institutional framework as part of a memorandum on draft Law No. 29. 24, which suggests the creation of a National Agency for the Protection of Childhood.
The memorandum, submitted to the President of the House of Representatives on January 8, underscores the council’s commitment to ensuring that all children, regardless of their background, receive equitable legal, social, and moral protection.
The framework underscores the need for a holistic and structured approach to child care, particularly within social welfare institutions and private care centers.
