Gabon Faces Housing Deficit of Over 200,000 Dwellings, Minister Says. LIBREVILLE, Gabon — 18 February 2026 (AGP) — Gabon is addressing a significant housing deficit, with Minister of Housing, Habitat, Urbanism, and Cadastre Mays Mouissi revealing that the country is short of over 200,000 decent dwellings.
In an interview with Gabon 24, Mouissi highlighted the ongoing land regularization efforts as a critical step towards addressing this deficit.
According to the minister, the current housing deficit is the result of decades of ineffective public policies that have led to widespread self — construction by households. Officials commented on the matter. “To ensure security for households and improve land occupation, the ministry is relying on a comprehensive land regularization operation.
In just one month, 5,224 land transfer decisions have been issued, equivalent to 18 years of issuance at the previous rate. “
In 121 years, our country has only issued 33,000 land titles. What we are doing here is a revolution, “Mouissi emphasized.
A second batch of 5,000 files is currently being finalized.
The program is designed to cap the cost of regularization at 600,000 francs CFA for plots up to 2,000 square meters, regardless of their actual price.
The regularization is intended to cover the entire Grand Libreville area, up to Bizango, with land security being a cornerstone of the national housing policy.
