Paris / Songdo / N’Djamena – 29 March 2026 – The Green Climate Fund (GCF) and international non-profit Acted have announced a significant partnership with Chad’s Special Fund for the Environment (FSE) to implement the SCALE project. The initiative, designed to strengthen climate resilience among vulnerable communities in Chad, marks Acted’s first project to be funded by the GCF.
Spanning four southeastern provinces in Chad, the SCALE project is a comprehensive effort to benefit over 639,000 people. The total investment, exceeding USD 27.6 million, includes USD 25 million from the GCF, aiming to bolster livelihoods, food security, and ecosystem resilience.
Chad, a country acutely affected by climate change, faces escalating challenges including rising temperatures, erratic rainfall, and land degradation. The SCALE project will address these issues by promoting climate-resilient agricultural practices, restoring degraded ecosystems, and diversifying income sources for local communities.
The project is anchored on three core pillars: enhancing institutional capacity for climate finance and adaptation strategy implementation; fostering ecosystem-based adaptation measures like climate-smart agriculture, water management, and rangeland restoration; and supporting diversified, climate-resilient livelihoods, with a particular emphasis on women and youth.
By collaborating with the GCF and the FSE, Acted aims to amplify locally developed adaptation strategies through improved systems and partnerships. This partnership seeks to empower local actors, strengthen their systems, and ensure resilient futures shaped by the community itself.
The GCF’s investment in Chad represents the Fund’s first single-country commitment in the nation and is dedicated to delivering much-needed adaptation finance. The project is poised to restore 101,000 hectares of degraded land, fortify climate-smart farming systems, and diversify incomes in Chad’s most vulnerable regions.
Catherine KOFFMAN, Director of the GCF’s Africa Region Department, noted the project’s alignment with Acted’s 3ZERO vision – Zero Exclusion, Zero Carbon, Zero Poverty. The project is set to promote sustainable and climate-resilient development in Chad and the Sahel region through community-driven action, ecosystem restoration, and institutional enhancement.
This strategic partnership underscores the commitment of both Acted and the GCF to deliver high — impact climate finance at scale in regions of greatest need. By linking local experiences with global climate finance mechanisms, SCALE aims to advance more inclusive, effective, and scalable climate adaptation solutions.
