The Gabonese Ministry of Public Service and Capacity Building convened a meeting in Libreville to discuss the enhancement of the Unique Reference File (FUR), which oversees the career management of public service employees.
During the session, led by Minister Laurence Ndong, it was decided to hold an immediate technical workshop between the Ministry of Public Service and the National Agency for Digital Infrastructure and Frequencies (ANINF) to improve the FUR’s features. This action is in preparation for the upcoming deployment of the Integrated Human Resource Management System (SIGRH).
Minister Ndong emphasized the need for expeditious processing of over 10,000 pending files, identifying this as a “major priority of government action.”She also called for a collaborative effort among stakeholders to establish an operational mechanism aimed at speeding up the regularization of administrative situations, with the target of significant achievements by 15 May 2026, the deadline of the 100-day roadmap.
Representatives of ANINF expressed their readiness to support the ministry in this process by mobilizing necessary technical resources for the system’s enhancement.
The meeting followed a series of issues identified with the FUR, including delays in administrative act processing and operational challenges. These include excessive centralization of operations, connection instability, data recording malfunctions, and power outage-related access constraints.
The FUR, a centralized computerized tool for the Ministry of Public Service, is designed to manage data for all state employees, aiming to optimize payroll, control staffing levels, and modernize public services with accurate information updates. Paragraph:.
