Libreville, Gabon — March 26, 2026: Gabon’s Minister of Public Function and Capacity Building, Laurence Ndong, has initiated a project to optimize the Unique Reference File (FUR), a crucial tool for managing the careers of public service employees. The meeting held in Libreville on Thursday focused on enhancing the FUR’s operations, a move aimed at improving career management in the public sector.
During the meeting, Minister Ndong announced the organization of a technical workshop involving the Ministry of Public Function and the National Agency for Digital Infrastructure and Frequencies (ANINF). This workshop is set to address the FUR’s functionalities and prepare for the deployment of the new Integrated Human Resources Management System (SIGRH).
The Minister highlighted the need to regularize administrative situations in line with President Brice Clotaire Oligui Nguema’s directives. She emphasized the urgency of processing over 10,000 pending files, describing it as a “major priority of government action.”Ndong called for responsibility and mobilization among all stakeholders to achieve significant results by May 15, 2026, the deadline for the 100-day roadmap.
Representatives from the ANINF confirmed their commitment to supporting the Ministry in this endeavor, allocating technical resources for system improvement.
The meeting was prompted by identified dysfunctions in the FUR’s use and delays in processing administrative acts. Technical challenges, such as connection instability, high latency, data recording issues, and power outages, were identified as hindering the system’s optimal performance.
The FUR is a centralized information management tool for the Ministry of Public Function, designed to enumerate, master, and stabilize data for all state employees. Its purpose is to optimize the payroll, control staffing, modernize public services, and ensure the accuracy of information.
