The Minister of Public Function and Strengthening of Capacities, Laurence Ndong, has led a meeting in Libreville to discuss the optimization of the Fichier Unique de Référence (FUR), a pivotal system for public sector employee career management. The session aimed to improve the FUR’s operational efficiency.
Minister Ndong announced a forthcoming joint technical workshop involving the Ministry of Public Function and the Agence Nationale des Infrastructures Numériques et des Fréquences (ANINF). This workshop is intended to bolster the FUR’s functionalities in preparation for the roll-out of the new Integrated Human Resource Management System (SIGRH).
The meeting comes in response to identified dysfunctions within the FUR and delays in processing administrative tasks for public sector employees. Discussions underscored major challenges, such as excessive centralization and technical difficulties hindering the system’s optimal operation.
The FUR serves as a centralized computerized tool for the Ministry of Public Function, facilitating the enumeration, control, and stabilization of data for state employees. Its aim is to optimize the payroll, control staffing levels, modernize public services, and ensure information accuracy. The minister emphasized the need to process over 10,000 pending files as a government priority, targeting significant advancements by the 100-day roadmap deadline of May 15, 2026.
Representatives from ANINF pledged their support, offering technical resources for system enhancement. The meeting marks an effort to streamline career management and administrative processes within the public sector in Gabon.
