Gabon: Public Sector Employment Grows by 1. 4% in September 2025 LIBREVILLE, Gabon — 7 March 2026 (AGP) – The Gabonese public sector has witnessed a 1. 4% increase in employment as of September 2025, according to the third-quarter sectoral economic note recently published by the General Directorate of Economy and Fiscal Policy (DGEPF).
This growth is primarily driven by the civil service, which saw a 1. 3% increase, adding 574 new employees.
The DGEPF attributes this development to ongoing recruitment, new incorporations into the payroll, and the resumption of hiring in the Non — Permanent Workforce (MONP).
The MONP’s workforce has also been on the rise, reaching 12,721 employees by September 2025, a 2. 3% increase. This trend supports the continuation of recruitment efforts initiated since the end of 2023.
The employment in the public sector as of September 2025 also saw a 2. 6% increase compared to the same period in 2024. This rise is attributed to several administrations, including the Transport Administration (+6.
6%), Development Administration (+4. 0%), Public Powers (+3. 5%), and Economic Administration (+1.
7%). Regarding the salary mass, the execution as of September 2025 (excluding local authorities) showed a 1. 2% upward trend.
This growth is linked to the simultaneous increase in permanent salaries (+1. 1%) and the MONP salary mass (+2. 7%).
The permanent salary of civil and military personnel rose by 1. 1%, a general increase across all administrations. This rise is attributed to recruitments, integrations into the payroll, category shifts, index advancements within the Defense and Security Forces (FDS), and the effect of the delayed retirement age.
The MONP salary mass rebounded by 2. 7% compared to the previous quarter. Further details are expected regarding the impact of these employment trends on the overall economy and public services in Gabon.
