Gabon: President Receives National Development Plan Presentation. LIBREVILLE, Gabon — 25 February 2026 (AGP) – President Brice Clotaire Oligui Nguema of Gabon met with Minister of Planification and Prospective Louise Pierrette Mvono on Wednesday, where she presented the key outlines of the National Growth and Development Plan (PNCD), a strategic framework set to guide public policies from 2026 to 2030.
The PNCD, described as a critical planning tool, aims to serve as a roadmap for economic and social development during the current seven — year term.
It focuses on strengthening access to clean water and electricity, constructing and modernizing basic infrastructure, and promoting human capital and economic diversification.
According to a communiqué from the Presidency, the modernization of essential infrastructure is expected to enhance living conditions for the population and reinforce national cohesion, aligning with the President’s vision.
The plan also emphasizes human capital, particularly through education, employment, and employability of young people in sectors with high potential, such as agriculture, ecotourism, and the digital economy.
The goal is to significantly reduce youth unemployment and foster the emergence of regional growth centers. Following the discussions, President Nguema instructed Minister Mvono to expedite the finalization and implementation of projects under the strategic plan to turn development ambitions into tangible benefits for the population.
