Gabon: Public Service Committee Reviews Social Affairs Ministry Texts. LIBREVILLE, Gabon — 27 February 2026 (AGP) – The Minister of Public Service and Strengthening of Capacities, Laurence Ndong, led the 4th Consultative Committee meeting of 2026 in Libreville on Friday.
The meeting focused on reviewing draft texts from the Ministry of Social Affairs, which is responsible for child and women’s protection, according to a statement provided to the African Graphics Press (AGP).
The discussions centered on two significant decrees: one for the creation, attributions, and organization of the General Direction of Protection of the Surviving Spouse and Orphanage; and another for the creation, attributions, and organization of the General Direction of Women’s Promotion, Equity, and Gender Equality. These measures are part of the government’s broader efforts to structure and modernize public administration, aiming to strengthen social protection, promote women’s rights, and integrate equity and gender equality principles across public policies. During the meeting, Minister Ndong emphasized the strict adherence to the procedures for the Consultative Committee’s consideration, highlighting its crucial role in ensuring the legal security of regulatory acts.
She noted that the committee’s opinion is a mandatory step before forwarding texts to the Council of State.
The minister encouraged members to review the projects with professionalism, rigor, and a high sense of responsibility, prioritizing the public interest.
Additionally, Ndong invited the technical secretariat and all members to intensify awareness campaigns among various ministries to better understand the importance and urgency of this procedure.
She believes that respecting this mechanism guarantees the quality of normative texts, reinforces the consistency of government action, and prevents legal irregularities.
The current Consultative Committee meeting follows a previous session dedicated to the special status of communicators. Further details regarding the decrees and their implementation are expected in the coming days.
