Maputo, Mozambique — ExxonMobil is experiencing setbacks in its Rovuma LNG project due to escalating diplomatic tensions and security challenges. The project, located in Cabo Delgado, is encountering difficulties as security issues between Mozambique and France intensify, particularly in the context of the region’s gas development activities.
The restart of the Mozambique LNG project and the upcoming launch of Rovuma LNG have led to increased pressure to upgrade shared infrastructure. US diplomat Sarah Troutman, who handles economic and trade matters, is expected to advocate for US economic interests ahead of ExxonMobil’s crucial investment decisions.
An upcoming meeting between the Mozambican head of state and his French counterpart is anticipated to address issues of security and energy. The Rwanda Defence Force has been instrumental in Mozambique’s counterinsurgency efforts since 2021, and both ExxonMobil and TotalEnergies, whose gas projects depend on this support, are working to secure continued funding from Maputo.
These challenges reflect the complex dynamics of Mozambique’s energy sector, where economic development and security concerns must be carefully balanced.
