DR Congo’s Kabila Sanctioned by U. S. Over Rebel Links Amidst East Region Instability.
CITY, DR Congo — The United States has imposed sanctions on former Democratic Republic of the Congo president Joseph Kabila, citing his support for armed groups responsible for instability in the country’s conflict-stricken east.
The U. S. Treasury’s Office of Foreign Assets Control (OFAC) announced the measures, which include freezing Kabila’s U.
S. -linked assets and prohibiting transactions with American individuals and institutions. Kabila, who returned to Congo in 2025 and resides in Goma under M23 protection, is accused of providing financial and political backing to the March 23 Movement and its allies.
These groups are said to have been instrumental in violence, territorial seizures, and mass displacement in the eastern DRC. Treasury Secretary Scott Bessent emphasized the administration’s commitment to peace in the region, stating, “President Trump is paving the way for peace in the Democratic Republic of the Congo, and he has been clear that those who continue to sow instability will be held accountable.”.
The sanctions coincide with a resurgence of M23 fighters, who have captured significant territory, including key provincial capitals. This escalation has resulted in thousands of civilian deaths and widespread displacement.
The measures are part of the broader Washington Accords for Peace and Prosperity, a U. S. -brokered agreement signed by President Felix Tshisekedi and Rwandan President Paul Kagame in December 2025.
The accord aims to reduce cross — border tensions, halt support for armed groups, and advance economic integration.
The imposition of sanctions on Kabila is a direct challenge to the stability and governance of the region, as the former leader’s alleged actions are seen as a threat to the fragile peace agreement. Despite diplomatic progress, the situation in eastern Congo remains a source of concern for the international community.
