In Libreville, Gabon, on April 9, 2026, the Direction générale du contenu local (DGCL) of the Ministry of Hydrocarbons and Mines, along with the Agence nationale de promotion des investissements du Gabon (ANPI-Gabon), convened a working session focused on a support program for small and medium enterprises (SMEs) involved in the petrochemical and gas sector subcontracting. This information was obtained from the Gabonese Press Agency through official sources. The core of the discussions involved the presentation of SCORING-PME, a national rating and labeling tool developed by ANPI-Gabon to enhance the readability, credibility, and performance of SMEs. This tool has already been tested with major operators like Assala Energy and Comilog, serving as a tangible means to facilitate the access of local SMEs to the oil and gas market, by strengthening their structure and visibility.
The initiative is part of the Gabonese authorities’aim to increase the share of national companies in the extractive industry value chain. Given the high technical and financial requirements, many SMEs struggle to position themselves as competitive subcontractors. This highlights the need for adapted and transparent support mechanisms.
Following the meeting, both parties agreed to establish structuring programs and a formalized framework for collaboration. This framework includes the creation of a joint technical team responsible for steering the defined actions. Ultimately, this dynamic is expected to contribute to the emergence of a more effective subcontracting network, capable of capturing a larger share of the economic opportunities offered by the oil sector in Gabon.
Minister Mays Mouissi expressed the ambition to create “Lastourville 2, “a project aimed at enhancing the country’s mining sector. In this context, Managem has committed 85 billion Central African francs (FCFA) to support Gabon’s mining strategy. The 10th edition of the African Energy Mining Platform (AEMP) highlighted the importance of energy as a pillar of socio-economic development in Gabon.
Additionally, a digitalization initiative was launched to promote green jobs, with the launch of the “Green Jobs Manganese “competition to valorize women’s agriculture. The opening of the Femmes Agritech Innovation office in Libreville marked another step in Gabon’s digital transformation. Lastly, a national energy pact was outlined to ensure universal access to energy.
