The legislation aims to disentangle political authority from administrative duties within the government, a move seen as crucial in the fight against corruption and cadre deployment. Despite criticism that it has weakened the public sector, SAFTU General Secretary Zwelinzima Vavi welcomed the bill as a positive step towards public sector reform. Vavi explained that the bill transfers administrative powers to the director general, a separation that was already on paper but not effectively implemented.
It also introduces a new prohibition on senior officials holding political office.
