Washington D.C., United States – The presidents of the Democratic Republic of Congo (DRC) and Rwanda are set to sign a peace agreement in the United States, aimed at addressing the ongoing conflict involving the M23 rebel group in eastern Congo. This diplomatic development is an effort to end long-standing tensions between the two African nations.
The signing ceremony, expected to take place in the U.S., will bring together President Félix Tshisekedi of Congo and Rwandan President Paul Kagame. According to reports, the peace deal is the result of months of diplomacy led by the U.S. administration. The agreement comes amid continued tension over allegations that Rwanda supports the M23 rebel group, which has been involved in clashes with Congolese government forces. The Congolese government has made it clear that the agreement is contingent on Rwanda ending its support for the rebels. A spokesperson for President Tshisekedi emphasized that the peace deal will not allow for the integration of M23 fighters into the Congolese army, stating that Congo’s territorial integrity remains non-negotiable.
The conflict in eastern Congo has led to a significant humanitarian crisis, with numerous armed groups, including the M23, allegedly backed by Rwandan troops, seizing key cities and displacing thousands of people. According to Africanews, the region has suffered greatly from the fighting, resulting in a major humanitarian crisis. The M23 conflict has been ongoing for years, with periods of relative calm punctuated by outbreaks of violence. The latest agreement represents a significant diplomatic effort to address the root causes of the conflict and restore peace to the region.
President Kagame has stated that lasting peace will depend on the commitment of all parties directly involved in the conflict. This perspective underscores the complexity of the issue and the need for a comprehensive approach to resolving the tensions between Rwanda and the DRC. While a peace agreement was previously signed on June 27, 2025, its implementation had stalled as of September 2025, highlighting the challenges in achieving a lasting resolution.
The upcoming peace agreement is seen as a crucial step towards stabilizing the region. The international community, led by the U.S., is playing a key role in facilitating dialogue between the two nations. As the situation continues to unfold, the commitment of both Rwanda and the DRC to the peace process will be critical in determining the success of the agreement.
